Half the fun and challenge of the Web, is never knowing where you will end up and what you will discover. The magical link takes the browser on and on to related and unrelated information troves and there is no stopping. As David Wood said, if people don't want their sites linked to, then don't publish it on the web. Links are like the references and card catalogs in a library.
Linking is not the same as copying and using. Linking merely points the way to more information.
No permission should be required to add a link to any website. Informing the webmaster of the link is courteous, but not necessary .
