Cases where an author should ask before linking

Hi,
I generallyt agree with the consensus that although it is flattering and a courtesy
to ask before pointing to another's sites, it shouldn't be considered to be a point of doctrine
to always ask. I recommend asking under the following circumstances:

A personal page, this page may be intended for a limited exposure and the user can't afford the technical tools
to restrict visits.

A donated resource, ie images. It is very easy to have a sight indexed automatically when you don't want to. If
someone has put up some images/bar/graphics their genorosity could cost them their internet
privileges and possibly a lawsuit if their ISP's bandwidth takes a beating. Can all of us afford unlimited hits?

A highly controversial page such as one dealing with abuse of sexual preference. It takes guts to post some types
of web pages and I don't want to bring anything down on someone else's head.

In short, we all have rights but it can be very ir-
responsible to exercise them.
