Hypertext links are already linked in a web; the issue here is whether certain sites should be allowed, absent permission, to link to any other site they choose. I think not, if only for the reason that the perception of the websurfer would be, "if this UFO-suupportive site," (for example) "has a hypertext link to Department of Defense, then there must be some official sanction of UFO theories." Obviously, that is not the perception that is desirable since it would be misleading. Nothing would prevent the UFO supporters (again, only one example)listing any and all web sites "for further surfing", but without providing an active and immediate connection.
