I can only wonder how the authors of the constitution of
the United States of America would look at the fact of
a publisher being required to purchase a business
license from the beaurocracy s/he is reporting on.
In my opinion, links should be free, as should the rest
of the WWW. If you put up a web site, your address
becomes public domain. If you want privacy, there are
any number of technical means to regulate who has
access to your site (members only, etc.).
Just my 2 cents worth.
