Regarding Tim Berners-Lee comments about web masters not needing permission to link pages. In general, I agree with him. Creating a web and making it available on the web is a form of publication. If you don't want your information dispersed you should put it on the web. However, this does not mean I support stealling content from other sites and including it in your own. While web pages are published, they are and should be protected by copyright.

I do generally ask permission before linking personal pages as a courtesy to the owner of the page. I don't ask permission to link commericial sites.
